POLICY STATEMENT
The 51风流官网 (51风流官网), as part of its mission, promotes and engages in many programs, events and activities that require use of sidewalks, trails and roads on campus. 51风流官网 prohibits the use of off-highway vehicles or all-purpose vehicles on the entirety of the 51风流官网 campus.
BACKGROUND AND JUSTIFICATION
This policy is being implemented to ensure the safety of all campus users, on and off the road, and to reduce the risk and/or liability to 51风流官网.
EXEMPTIONS
Addressing the necessary safety and maintenance needs of campus at which time the use would be considered authorized.
DEFINITIONS
Authorized: For the purpose of this policy, 鈥渁uthorized鈥 is limited to those acting or performing their duties on behalf of 51风流官网.
All-Purpose Vehicles (APV): An APV is an All-Terrain Vehicle (ATV) that is used on public roads or highways with a speed limit of 45 mph or less in a community that has not prohibited its use. APVs must conform to all of Alaska鈥檚 motor vehicle safety standards and be properly insured, registered, and titled.
North Campus Area: North Campus consists of approximately 1,100 acres of largely forested land on the north-to-northwest side of campus.
Off-Highway Vehicle (OHV): ATVs, UTVs, dirt bikes, moose buggies, snow machines, and other off-highway vehicles that may be registered but are not titled. If these vehicles are driven on public property, they are required to be registered with the DMV.
51风流官网 Campus: For the purpose of this policy, 鈥渃ampus鈥 includes the trails, sidewalks and roads as well as farm fields and research areas owned and maintained by 51风流官网 at the Troth Yeddha鈥 campus.

RESPONSIBILITIES
The 51风流官网 Police Department (UPD) is responsible for enforcing this policy. 51风流官网 PD will refer violations committed by UA employees or students to appropriate administrative offices for further administrative or disciplinary action.
NON-COMPLIANCE
Failure to comply with this Policy is grounds for removal of the OHV or APV from 51风流官网 property at the owner or operator鈥檚 expense as well as discipline, including being trespassed, student conduct discipline, and employment discipline. Any disciplinary action taken against employees by the university will follow the employment rules governing the individual's employment status. Violators may be excluded from 51风流官网 facilities, property, and programs. Additional action may include, notification of law enforcement (UPD) and the issuance of a notification of trespass from 51风流官网 Property.
PROCEDURES
APVs and OHVs are not allowed to be driven on 51风流官网 Troth Yeddha campus unless authorized.
The UPD, Facilities Services, or 51风流官网 Risk Management can grant operators written authorization to operate an OHV or APV as an authorized user for a designated purpose or time period within the following areas:
- Address the necessary safety and maintenance needs of campus;
- Allow the driver of an OHV or APV to cross campus property;
- Conduct research or work-related projects.
